Howard trained as an automobile electrician,〔 Howard won the bronze medal in the omnium event at the 2008 UCI Track Cycling World Championships. He went on to take several medals in round 2 and 4 of the 2008–2009 UCI Track Cycling World Cup Classics. In 2009, he again won a medal in the omnium at the World Championships, this time taking gold, he also took the silver medal in both the madison and team pursuit.〔 Howard also had success on the road in 2009, winning stages 1 and 3 of the Tour of Japan.
